Get System Capabilities

GET 
/vyos/system/capabilities

Return version-aware feature flags for the system section.

The frontend uses this to:

• Know which syslog model is active (local vs global, remote vs host)
• Know which features are 1.5-only (watchdog, wireless, operator-group)
• Show the correct performance profile options
• Show available conntrack modules
