Get Firewall Ipv4 Capabilities

/vyos/firewall/ipv4/capabilities

Get firewall IPv4 capabilities based on device VyOS version.

Returns feature flags indicating which operations are supported. Allows frontends to conditionally enable/disable features.

Requires READ permission on FIREWALL_POLICIES feature.
