Generate Openssh

Generate an OpenSSH RSA key pair and install it on the device.

Generates an RSA key, serialises the private key in both OpenSSH and PKCS8 formats, then attempts to install using the OpenSSH format first (matching VyOS's own generate command) and falls back to PKCS8 if that fails.
